The alleged gunman, 31, was walking on Phillip Street, Parramatta, about 4.45pm, when he crossed paths with two men, a 26-year-old Hells Angels member and a 21-year-old Hells Angels associate, police said.
The three men argued and fought, police said.
Then the 31-year-old allegedly pulled out a gun, pointed it at one of the men and pulled the trigger.
But the gun did not fire, police said.
Police said officers arrested the 31-year-old man, from Pennant Hills, in a silver-coloured utility at Horwood Place a short time later.
He was charged with the aggravated possession of a gun in a public place, possessing a loaded gun, affray and assault and will appear in Parramatta Local Court today after being refused bail.
The head of the NSW Police's Gangs Squad, Arthur Katsogiannis, said police believed from their initial investigations that the gun found was the same as the one that failed to fire.
The two other men were arrested at the corner of Rosehill Street and Denison Road, Merrylands, in a gold-coloured BMW sedan.
Police allege they found a small amount of the drug ice in the car.
The 26-year-old, from Merrylands, was charged with affray and concealing a serious offence. He was refused bail to appear in Fairfield Local Court today.
The 21-year-old, from Pennant Hills, was charged with affray and concealing a serious offence. He was given conditional bail to appear in Fairfield Local Court on March 7.
